General Objective of the Project: Enhancing adaptability and effectiveness, as well as balancing labour market demand and supply by developing a system for workforce competence evaluation at sector and regional level.

Specific Objectives:
  • Analysing and defining the requirements for the workforce competences by considering European, national and sector requirements and standards;
  • Establishing a reference network by sectors and regions and updating workforce competence in accordance with the current and future labour market demands;
  • Improving the coordination and information exchange among national, branch and regional structures of the employers and trade unions, as well as the responsible state institutions in the workforce competence evaluation;
  • Establishing national recognition and creating prerequisites for the inclusion of an information system for workforce competence evaluation in the future electronic government in order to enhance the adaptability and effectiveness, as well as to balance the workforce demand and supply


Major Activities of the Project:
  • Planning the management and execution of the project activities, the monitoring, control and reporting;
  • Setting up an analytical unit for experts’ report and analyses on the workforce capacities evaluation;
  • Preparing at least 16 basic analyses and surveys, as well as at least 60 experts’ reports (for example reports, positions etc.);
  • Developing a general concept of the information system, indicators, a map of the workforce competence evaluation by sectors and regions, and a pilot test on sector models for evaluating the workforce competence.
  • Preparation and foundation of a reference network, numbering 30 regional units;
  • Planning, developing, testing, and implementing an information system for workforce capacities evaluation with indicators for evaluation at sector and regional level;
  • Conducting training courses on the development and functioning of an information system for workforce capacities evaluation by sectors and regions, including 625 training courses at the work place, at least 125 people and organizations consulted and at least 2500 people trained in key competences;
  • Exploitation, development, national recognition, and creation of conditions, favourable to the inclusion of the information system for workforce capacities evaluation in the electronic government;
  • Conducting at least 20 work forums, conferences, round tables, discussions, seminars etc;
  • Preparing at least 4 proposal packs for changes in the current normative regulations;
  • Activities providing information and publicity.


Target Groups:
  • 1500 employers and HR managers;
  • 2500 workers and employers;
  • Employees in institutions and organizations, working on the labour market and maintaining control;
Indirectly, the project encompasses all real and potential users of the information system for workforce capacities evaluation;

Expected Impact on the Target Groups:
  • Identifying the degree of compliance with the requirements of the workforce competences and creating conditions for improving productivity and adaptability;
  • Improving the original selection and the workforce continuous assessment at company level;
  • Increasing possibilities and degree of participation of the population in different lifelong learning forms;
  • Fostering favourable conditions for improving personal and company career perspectives and improving workforce capabilities in order to expand its labour activity and participation in the learning economy;
  • Enhancing company activities for continuing vocational training based on an adequate staff competence assessment;
  • Improving employees’ capabilities to face the forthcoming changes related to the processes of restructuring national economy and labour market;
  • Encouraging investments in human capital by employers, workers and employees alike;
  • Providing information about analytical and forecasting activity on the need of qualified workforce at sector and regional level for the needs of Secondary and Higher education, the vocational training system, the management and register of the labour market processes on part of the governmental bodies.


Attaining the project objectives and expected results, including the foundation, implementation, wide exploitation, and national recognition of a system for workforce competence evaluation will open up new possibilities for:
  • Evaluating competences at company level by branches and regions, during the project implementation;
  • Establishing new branch and regional units and creating new competence evaluation models by sectors;
  • Engaging the major sector and regional employers’ organizations and trade unions in the use and functioning of the separate system modules;
  • Supplementing new modules and applications for the HR management objectives at company, sector, regional, and national level.
  • The use of the information system by institutions and organizations’ employees, who maintain control and work on the labour market;
  • Providing functional compatibility with the developing institutions’ systems, related to the labour market;
  • Creating prerequisites for the information system inclusion in the so-called electronic government.
